Version 3.2.a - fixes the problem with calculating the fringe amount incorrectly based on annual basis. It now determines 9 or 12 month by employee class. It also corrects a problem when processing changed job labor distributions in OPE encumbrance processing. This procedure is used by NHPFIN1. The code was modified in this particular version to prevent the return of a null value.
